What are the Requirements for the Chinese government scholarship?
Chevening scholarship has requirements for the applicants from EU countries(Azerbaijan included). Here are the main conditions you should meet:

International language certificates such as IELTS and TOEFL are not part of the application requirements for this scholarship, but a language certificate is mandatory for admission to universities operating in China.
